Port Sector

Odisha, a principal maritime state has a coastline of about 480 Kms extending from Bahuda Mouth in Ganjam District in South to Bichitrapur (Talashari) in Balasore District in North. The coastline traverses six coastal districts of Odisha, viz. Balasore (80 km), Bhadrak (50 km), Kendrapara (68 km), Jagatsinghpur (67 km), Puri (155 km) and Ganjam (60 km). It is endowed with conducive, unique, natural and strategic port locations. Every stretch of coast is a variety of ecological niches and habitats. The advantages for development of sea ports in Odisha includes for availability of a vast hinterland generating cargo, comprising of other developing Eastern and Central Indian States. Establishment of mining-based Industrial Houses located in the hinterland of the state offer long term potential for cargo which need seaport facility in Odisha. Port locations and the perennial riverine systems of Odisha are ideally situated to adapt to the current development in technology, in the areas of communication, automation, cargo handling and ship technology. It is in this perspective that the Government of Odisha, by evolving an integrated strategy intends to implement its vision in port sector.

Cargo Potential

Total traffic at all major and non major ports in India were recorded as 885 million tons of which contribution made by non major ports was about 35%. The total cargo handled by Indian Ports is expected to increase to 2080million tons by 2030. The Odisha state share of cargo is expected to increase to 475 million tons, i.e. about 23% of total cargo to be handled (2080 million tons) in major and non major ports in India by the year 2030.

Port scenario in Odisha

Government in Commerce & Transport (Com) Department have identified the following 14 (Fourteen) potential Sites for the development as minor ports, out of which 13 locations are notified for development of minor ports under Indian Ports Act. Besides above, steps are being taken to develop a Riverine Port on River Mahanadi near Paradip.

Ship Building and Repair Industries

There is immense potential for development of Ship Building & Repair facilities in Odisha due to availability of conducive and strategic suitable locations as well as skilled manpower. Places mainly at Bahuda and Paradip are most suitable for development of the same.

Astaranga Port

Government of Odisha has signed Concession Agreement with Navayuga Engineering Company Limited for development a port at Astaranga on 22.11.2010 on BOOST basis under PPP Mode. Steps are being taken for obtaining Environment Clearance and CRZ clearance from MoEF, Government of India. Land alienation/acquisition process for development of Port is in progress.

Bahabalpur Port

Bahabalpur Port is to be developed as all weather direct deepwater Port in Balasore District of Odisha. The proposed port at Bahabalpur, Odisha will be primarily catering to the states of Odisha, Chhattisgarh & Western part of West Bengal which froms the primary hinterland of the port. Primary hinterland will be the most important source of cargo for the port i.e. the region from which a majority of cargo will be coming to the port. Government of Odisha has already carried out the Pre-Techno Economic Feasibility Study on Bababalpur Port. As per the study report the details are as follows;

Bahuda Port

Government of Odisha has identified a location to develop a port at Bahuda in Ganjam District, Odisha. Government of Odisha has already carried out the Pre-Techno Economic Feasibility Study for development of the Port. As per the study report the details are as follows;

Baliharachandi Port

Government of Odisha has identified a location to develop a port at Baliharachandi in Puri District, Odisha. Government of Odisha has already carried out the Pre-Techno Economic Feasibility Study. As per the study, development of Port at Baliharachandi which is south of Puri Temple is not feasible on account of Environmental aspects. The study suggested a location in north of Puri temple for development of Container Cargo-cum-Cruise Terminal near Nua Nai in Puri District of Odisha. As per the study report the details are as follows;

Bichitrapur Port

Bichitrapur Port is to be developed as all- weather deepwater port in the northern side of Subarnarekha River at Talashari in Balasore district nearer to Odisha-West Bengal Border. The potentials of this location are as follows;

Chandipur Port

Chandipur is also known as Chandipur-on-Sea is a small sea resort in Balasore Distirct. The resort is on the Bay of Bengal and is approximately 16 Km. from the Balasore Railway Station. Chandipur Port is to be developed as all- weather deepwater port adjacent to Budhabalanga River in Balasore district, Odisha. The potentials of this location are as follows;

Chudamani Port

Government of Odisha has signed MoU with Aditya Birla Group represented by ESSEL Mining and Industries on 22.10.2009 for development of a Captive Port at Chudamani in Bhadrak District on BOO basis. The details of port are as follows;

Inchudi Port

Inchudi Port is to be developed as all- weather deepwater port adjacent to Balasore District, Odisha. The proposed port is located on the eastern side of NH-60. The project site has a curved coastal line with sand bars formed on the river mouth due to gradual accretion of the river. The potentials of this location are as follows;

Jatadhar Muhan Port

Government of Odisha have given in principle approval for establishment of a captive minor port at Jatadhar Muhan in Jagatsinghpur District by POSCO India Ltd. on 14th June,2006. The details of port are as follows;

Palur Port

Government of Odisha has identified a location to develop a port at Palur in Ganjam District, Odisha. Proposed site for the port development is located on the South of the existing Paradeep Port on East Coast of India. The river Rushikulya is on the Southern side of the proposed site. The potentials of this location are as follows;

Subarnarekha Mouth (Kirtania) Port

Government of Odisha has signed Concession Agreement with Subarnarekha Port Private Limited for development of green field port at Subarnarekha Mouth (Kirtania) on 11.01.2008 on BOOST basis under PPP Mode. The Environment Clearance and CRZ clearance for the Project has been granted by MoEF, Government of India on 21.03.2012. Land alienation/acquisition process for development of Port is in progress.
