Rules and procedure for Boat Registration

Government in Commerce & Transport (Commerce ) Department have formulated Odisha Boat Rules,2004 to ensure safe journey of passengers in Inland Water Transport sector within the State . As per the said Rules, “no person whether owner or, as worker shall ply a boat to carry goods or passengers whether for hire or, not or, whether regularly or, occasionally in the rivers, canals, lakes and reservoirs in the State unless the boat has been registered as required under these Rules and have been granted a license to ply the same”. All the boats are to be registered under these Rules by the Licensing Authority and shall be granted with the license for operating the same subject to fulfilling certain terms and conditions as laid down in the said Rules which stipulates the safety and security of the passengers and cargo on board of such vessels/boats. All District Collectors of the State have been empowered under the said Boat Rules,2004 for its implementation

The details of Registration process are as follows:

  • Servay
  • Reservation
  • Licensing / Renewal

Details of Survey Process :-

The survey of boats will be conducted by the Surveyors (Mechanical or Civil Engineer) who were appointed by the District Administration working in the district to carry out the survey.

The details of procedure for Survey of Boats are as follows;

  • Types of boat (Wooden/Steel/FRP)
  • Capacity (Passengers/Cargo/Both)
  • Category (Class-I/ Class-II)
    1. Barges or flats constructed of iron or wood or Fibre Reinforced Plastic (FRP) or Ferro – Cement, ship shape and with straight keel
    2. Open country boats (Malingees or Kosalis or Patlas or Kathuas or Chilika Navs or Dongas)
  • Insurance coverage for boat, crew and passengers
  • Marking of maximum load line
  • Physical condition of boat (Body)and engine
  • Stability of boat
  • Required no. of crew (Tindal/Majhi) & valid license for Crew
  • Safety equipment

Registration Process :-

As per Odisha Boat Rule-2004, registration certificate will be issued by the 2 (Two) Nos. Registering Authority on receipt of the survey certificate from the Surveyor. The details of jurisdiction of Districts of the Registering Authority are as follows;

1 Registering Authority-cum-A.E. (Mech), Ports & IWT, Chandabali, Bhadrak Bolangir, Subrnapur, Cuttack, Jagatsinghpur, Dhenkanal, Angul, Kalahandi, Nuapada, Balasore, Bhadrak, Mayurbhanj, Jajpur, Sambalpur, Jharsuguda, Sundargarh, Keonjhar, Baragarh, Deogarh, Kendrapara
2 Registering Authority-cum-A.E. (Mech), Ports & IWT, Balugaon, Khurda Ganjam, Puri, Nayagarh, Gajapati, Boudh, Koraput, Nawarangpur, Malkangiri, Khurda, Kandhamal, Rayagada

The details of procedure for registration are as follows;

  • Owner to apply to registering authority
  • Documents for registration
  • Survey Certificate from authorized surveyor
  • License & competency certificate of Tindal/Majhi
  • Required fees in form of treasury challan
  • Insurance for boat, crew & unnamed passengers
  • Safety equipments
    1. Life bouys- 1 for 5 passenger, subject to minimum of 2
    2. Life jackets- 1 per person
    3. Fire Fighting Equipments
    4. First Aid Box

The renewal of license for registered boats issued by Surveyors (Mechanical or Civil Engineer) who were appointed by the District Administration working in the district 

The details of procedure for Licensing/ Renewal of Boats are as follows;

  • Owner to apply for license to authorized surveyors
  • Surveyor to survey the boat as per boat rules
  • License to be granted under following conditions
    1. When boat & crew comply to requirement of boat rules & other conditions required for new registration
    2. Valid registration no. available
